Germany's Lower Saxony approved a Framatome-operated nuclear fuel rod manufacturing facility in Lingen that will use Russian-designed components supplied by Rosatom subsidiary TVEL, subject to strict access controls barring Rosatom employees from the plant except in exceptional, supervised cases.
